22207 Error - cannot connect to SMTP server

Problem:

The WinSpool Email Report Server stopped working, and an error 22207 is occurring which indicates that you cannot connect to the SMTP server.

Solution:

Ensure that the MAILRPT command does not have *NONE as the To email address and that port 25 is accessible and is not blocked by a personal or corporate firewall.
