Problem:
I have set up MAILTO: addresses in email report server and they're not getting picked up for mailing

Solution:
You may have some bad data being placed into the user data field for the reports, so the report list was not being correctly downloaded, therefore no reports were mailed for the selected output queue. After fixing the user data, the problem went away.
