Error 429 occurs when translating report in WinSpool/400 or WinSpool 98 via DataImport

Problem:
When the user runs a download with the "Send to DataImport Translate" option they receive the following error: "Error 429 converting report file via DataImport".

Solution:
Tried running the DIW.EXE (DataImport Translate) and the DIMASKW.EXE(DataImport Mask) programs by themselves and received the following error: MENUEV3.VBX file not found.
Needed to do an installation of the DataImport software using the DataImport installation media. Cannot simply copy the DIW directory from another PC.

User was trying to launch the XLS file after conversion. Excel is not installed. If you check the output directory the Excel file should be in the folder
