Error 75 occurred when trying to run WinSpool/400 PDF Report Converter on a new Windows 2000 PC

Problem:
User set up the PDF Report Converter and Email Report Server on a new PC and is getting an Error 75 when trying to convert a report to PDF.
The converter works fine when logged on to the PC as an Administrator, but not as a regular user.

Solution:
It turns out the new PC uses the NTFS file system, so the Error 75 was being caused because the regular user had no permissions to the PDF Report Converter directly. After giving the user read/write authority to the PDF Report Converter, the converter now works.
