Problem:
User is getting "Error 9, subscript out of range" while using the RJS Text Layer Designer

Solution:
When the user downloaded the report, they used ASCII Text - Print Control *NONE.
Have the user use one of the following Ouput Formats in WinSpool/400 Report Download:
RJS Text Layer Designer Format - TXT
- or -
ASCII Text - Line & Page Breaks
