Error occurred on command WINSPOOL/WSPL016 or WSPL021 error using Winspool Report Download

Problem:
User cannot "get list" or "refresh" the queue list. When they click either button they get an error that says Winspool/WSPL016 or Winspool/WSPL021 error occured
Solution:
User didn't have "Special Authority" on Spool Control. Adding this authority solved the problem.

Make sure they have the WINSPOOL library installed by running ADDLIBLE WINSPOOL. Not having the library will give the same error message.

If there is an outqueue in the table entry that doesn't exist WS/Print Server will give en error on WSPL016

OS/400 - V5R3 1.) make sure they have WINSPOOL V3.58 and above.
2.) Sign on as a security officer and run the following commands:
ADDLIBLE WINSPOOL WSPLADDMS
This command adds a special message to named CPFFFFF to the system messages table. This was needed early on with V5R3 due to an FTP issue.

Upgrade to V5R3 and get *ALLOBJ before any WinSpool products will work.
