Problem:
HTDatabaseOpen returned error code 2,147,484,163. (2147484163)

Solution:
This error can occur if the AS/400 Domino Server does not have authority to the selected Domino Database. The Notes ACL (Access Control List) security needs to be set correctly for the selected database and then the Domino Report Server should be able to add reports ot the database.
