How to install software on Windows 2003 Server
From Support
NOTE: This is very similar to how the old Windows NT Terminal Server used to work. By going through the "Add/Remove Programs" Utility, Windows is changed to be in a sort of "install mode." This will allow OCX controls, DLLs and other files to be installed properly.
