Insufficient printer resources - eForms Print Server

Problem:
When starting eForms Print Server an error message pops up saying there are insufficient printer resources. There are no other processes running on the server, the memory is clear, none of the destination printers have any documents queued and there are no other users logged into the server. The server is running Windows 2000 Server.

Solution:
No default printer was set on the server running the Print Server although even deleting a default printer should have automatically chosen another default. Enabled one of the printers as the default and the Print Server worked.
