Problem:
No Report Recipients are Being Selected when Using Specific Selection Criteria

Solution:
This answer may sound unrelated to this problem, but simply make sure that the Spool File Temporary Work file name setting is in capital letters. Then try the report download again. We do some internal comparisons where the upper case characters matter when comparing file names. If the user has entered the work file name in lower case, it's possible they will see the error described above.
