Problem:
Not Authorized to Spool File Error when Domino Report Sevrer Running Output Queue Monitor - NTSMON

Solution:
If this error occurs when running the Output Queue Monitor command: NTSMON in batch, make sure the QNOTES AS/400 user profile or the AS/400 user ID running the NTSMON command has *SPLCTL special authority so the user ID can copy spool files correctly using the CPYSPLF command. Otherwise the Domino Report Server may not be able to correctly copy all reports.
