Setting Email Report Server/400 Default Extended Select Setting

As of Email Report Server/400 V2.27, there is a new data area to control the "Use Extended Select" setting in the "Edit Email Recipients" screen.

Data area ERSXTSEL has been added to the RJSERS library. Original default value is "N" it may be changed to "Y".
